This is the confusion between "brand" and "rules".  It should not matter
to GRG, or anyone else, how the rules are used and in what context.
They're just instructions for entertainment.  The more value those rules
garner via use and re-use, the more valuable the network of players of
those rules is.

The "brand" of "Action System" could be defined much more narrowly, and
permission to use things that identify the "Action System" brand can be
much more highly regulated to achieve the desired effect.

Part of the challenge of Open Gaming is having the courage to set your
creations free and to let the world decide what to do with them.
