I think that you could fake this with some careful chaining of the iceberg's
attack (you could use reverse projectile to simulate the fireball coming from
another enemy by making the iceberg target the fireball-hurling enemy).  If you
want to make sure the fireball-hurling enemy doesn't appear to get two turns in
a row, you could set its speed to zero when the iceberg is formed, and have an
attack at the end of the chain set its speed back to 100%.

There may be some problems I'm not thinking of though, and regardless, this
kind of feature would be nice to have.
