This bug only happens during the middle of night in the Forest Pass. It doesn't
happen with Voxhumana.
It was caused by a problem with SoJ: that map uses all 300 NPCs! Heheh. At
other times of day, there are a couple fewer NPCs. Just after Voxhumana, I
fixed a bug in r1854 in create NPC where it would overwrite NPCs which were
hidden due to tags. I've reenabled that when there are no free slots, since
increasing the number of NPCs has to wait for the new save format.

Fenrir's bug is clearly something different.
