That's the correct behaviour, read the documentation for loadmenu. You can
debate how it should have acted - it's intended to be called from a newgame
script and used with the 'don't show load menu' general bitset - but I think
it's too late to change. You can reset the game by disabling the titlescreen
and load menu (in Custom), and calling resetgame. Maybe we should change
resetgame so that it always resets the game, instead of acting differently to
gameover when the titlescreen and loadmenu are disabled.
