Opps, previous tilemap work, which no longer added extra map layers if there 
were less than 3, left the map editor crashing on old games. Adding support for 
a arbitrary number of layers. The maximum number is the maplayerMax constant. 
Enabling a nonexistent layer now creates it.

Exceptions: Map slices, and drawing them in displayall, the Edit Layers menu, 
and loading/setting tilesets for layers above 2 (becasue obviously not saved in 
gmap)
