I don't know when this happened but there was a point where lowering the volume
to 0 for music did not affect the sound effects. Now, it does, and it
unfortunately screws up my game where music 'fades out' but sound effects still
play. 

Is there any way to make it so that sound effects can still play at normal
volume even with music volume at 0? I checked the bugfix list and it wasn't
listed there so I assume something got messed up along the way.
