Cleaned up password handling:
-Added read_PW1_password, read_PW2_password, read_PW3_password, checkpassword
-Removed writescatter, readscatter and readpassword
-No longer write PW2 (scatter) format passwords for backcompat; simplified
password upgrade
-checkpassword and writepassword now handles all the format stuff. For some
reason the password menu supported scattertable passwords even they're always
upgraded before you get there
-All password formats are not supported everywhere (previously the most ancient
one wasn't, however I can't actually find any RPG files old enough to test it
on)
-Zeroed out old scattertable (indices 199-359)
-Password menu changed to no longer show the old password (in preparation for
new password format)
-Renamed genPassRot to genPW3Rot
