New global text strings for the 64 elements:
Elementals 9-16 taken from enemytypes (removed from string editor) with
"-killer" appended.
Max element name length is now 14, up from 8 (I had already raised it to 10
earlier).
Also added "Elemental Effects:" header string and a scroll bar to the elemental
effects status screen.
