Add enemy percentage elemental resists (to .dt1, which is now binsized, and to 
the enemy editor).
Includes expansion of number of elements supported by .dt1 to 64.
And incremented the RPG format version.

Also, the enemy bitsets help page was wrong about what the elemental absorb 
bits did, but that's all gone now. (The hero and enemy elemental resists help 
pages could do with more information about that sort of thing.)

I'm noticing a trend: modifying flexmenu menus (including variable multiplicity 
menu items and other stuff it's not designed for) is a very unenjoyable part of 
this project.
