Fix stun and mute to happen at intervals based on ticks, instead of based on 
TIMER
This fixes ohrkey recording and playback of battles that use stun and mute.

This also means a very slight change in the duration of stun and mute effects,
since they used to count down once per second, and seconds don't divide evenly
into ticks, but I expect this change to be too small to make a gameplay balance
difference in any games.
