I do mobile development for a living, and have only seen one device
that didn't allow you to install applications from the file manager. I
have seen devices that don't allow you to download applications (the
Motorola ET-1), but users should just be able to drop the OHRRPGCE APK
on their SD card, check the box in Settings, and run the application
from the file manager to install it.
