Fix garbage upgraded UI colors in Dragon Bustier and other games

I haven't looked for any other games, but any pre-Beelzebufo (2013) game that
uses color 0 for vehicle shadow and a master palette other than the default
would have had new UI colors initialised to garbage values.

This was noticeable in Dragon Bustier because mouse hover color got set to 
black.

The bug happened because FillMissingUIColor depended on master(), which wasn't
loaded at the point the vehicle shadow color was upgraded (and UI colors
resaved)

This is a messy fix; cleaned up by next couple commits
