In Game on Windows when using gfx_sdl if you resize the window while inside a 
debug menu it doesn't restore properly when you exit it. (The window is 
temporarily made resizable in debug menus.)

I was able to reproduce this (seems to always happen) on Win XP; it was 
reported on Win 10. Screenshot from Chalkflower/Prifurin:

Apparently also if you minimise the window (inside the debug menu?) and then 
try to maximise it again, it doesn't come back except it " flickers for a 
second", and is stuck. I didn't try to reproduce that.

This bug doesn't happen on Linux + gfx_sdl
