Export graphics as .png, or as set by graphics_export_format config setting

This affects sprites, tilesets, backdrops, master palettes, and map layers.
Not screenshots or map images.

The only two allowed export options are bmp and png; I disallowed gif because
we can't reimport them and jpg because that's foolish.
