I didn't realize we were different than upstream.   I believe the
reason it's there is because the CJK (Chinese/Japanese/Korean)
fonts often look much better in bitmaps than scaled, due to the
difficulty of well hinting 20,000+ glyphs, but would have to defer
to i18n folks to give a more authoritative answer.
