It could be chicken and egg problem. pkg5 packages might be depended on
modules delivered by new pkg5. Add pkg.depend.bypass-generate=.* to the
'file' lines in p5m files for files which fail to resolve. Publish and
install built packages. Then try repeating the process after removing
the pkg.depend.bypass-generate lines you have added earlier.
