I think there is no bug here : I tested to run "gmake incorporate" in the 
components directory for my local repository (the Makefile has a target 
"incorporate" which uses tools/userland-incorporate).

For my local repository (in the "i386" directory), it creates a 
userland-incorporation.p5m manifest file with only the packages in my local 
repository (not all packages from openindiana, just the packages that I publish 
in my local repository).
