Last time I worked on the DPX side of OIIO, I noticed too that the metadata were sometimes inconsistent, but never had the time to look deeper at the problem.
So I think it's actually a bug.

    2. What is the proper syntax for setting metadata to a DPX file?
    e.g. dpx:UserData... I tried a variation on what was in the docs
    (oiiotool my.dpx --attrib "dpx:UserData" "HELLO_WORLD -o
    metatest.dpx) but that didn't work.
