jpeg-turbo is a drop in replacement for libjpeg not openjpeg

It is a fork of libjpeg to concentrate on performance improvements that
had been started by tigervnc and to make them widely available .

Sorry for the noise, I don't know what I was greping last night but I
didn't see what's there now. ;)

oiio does use both libjpeg and openjpeg with openjpeg being a cmake
option to provide jpeg 2000 support. I forgot that libjpeg was an
indirect dependency as both opencv and libraw put it in place, as
opencv can now be turned off I need to add libjpeg as a dependency.
