I had that happen when I used a LibRaw version that did not have support for my Nikon model yet. Are you by any chance using a newer Nikon like a Z6/Z7 which (as far as I'm aware) is only supported in the latest snapshots, not in the 0.19.x releases?

I'm using OIIO 2.0.9 with LibRaw 0.19.3, and I didn't see anything about RAW reading in the release notes for 2.0.10/.11, but I'm not sure if I missed anything else.
