Does anybody have an objection to raising OIIO's minimum C++ standard from 11
to 14, and minimum gcc from 4.8 to 6.3, on May 1?

This is master (future OIIO) only, of course we would never change minimum
build requirements for existing release branches.

For reference, the last VFX Reference Platform year in which C++11/gcc4.8 were
mentioned is 2017. For 2018-2020, it was C++14/gcc6.3, and for 2021 it actually
says C++17/gcc9.3. So this is not exactly a bleeding edge move.

But if major users anticipate that when OIIO 2.3 is released later this year,
they will (a) still need to build or call OIIO from within a C++11/gcc4.8
toolchain, and (b) NEED to use OIIO 2.3 and cannot simply keep using 2.2, then
I can postpone this step.
