We have tagged v2.3.19.0 as the latest production release and moved the 
"release" branch marker to that point.  This is guaranteed to be API, ABI, and 
link back-compatible with prior 2.3 releases.

This is likely to be the last "current" 2.3 release, as the beta for 2.4 is 
imminent, and 2.4 will almost certainly become the release family before 
September is over. After that, the 2.3 branch will be considered the "obsolete" 
branch and will get progressively more infrequent and smaller updates. You 
should expect that from here on out, only important bug fixes, and no new 
features, will be put into 2.3.

* Developer goodies: `ArgParse::add_version(str)` tells ArgParse the version
  string, which will automatically add an option `--version`. #3534
