We have tagged v2.3.20.0 as the latest release of the 2.3 family.  This is 
guaranteed to be API, ABI, and link back-compatible with prior 2.3 releases. 
Release notes are below.  You can see that this is a very light release, and 
there is no need to rush to upgrade unless you are affected by any of the 
specific fixes (2 of 3 of which are just eliminating warnings from the very 
latest compilers).

Release 2.3.20 (1 Oct 2022) -- compared to 2.3.19

The 2.3 family is now considered the OBSOLETE (semi-supported) branch, because 
later today we will release 2.4 as the new active and fully supported release 
family (there will be a separate announcement). From here on out, additional 
patch releases to 2.3 will be small, increasingly infrequent, and focused on 
fixing truly critical bugs or keeping up with being able to build with new 
versions of compilers and dependencies. Over the coming months we will 
transition to eventually no longer updating 2.3 at all. At your earliest 
convenience, you are encouraged to upgrade to 2.4.
