FWIW NaPTAN was made available as a one-off to OpenStreetmap last year, so there has been a step on the way:

April (though details of which datasets not yet specified)

Definitely electoral boundaries. Hopefully the rest of OS's "BoundaryLine" dataset. So exciting!
