As someone who was at the last HTML WG meeting, I'm going to note that none of the browser vendors objected, and *none* of the membership objected to the charter that included the 'protected content' use-case. If OKFN wanted to object, an easy way would be to join W3C and object. A petition will have much less of an effect I think.
