This is *exactly* the point you are missing: Okular (just like 99% of the KDE
application) saves its window size automatically, this is something done by
kdelibs.
The fact that the window size is -not- restored correctly when closing a
fullscreen application is bug #137108 (well, bug #150772 really). Thus, since
KDE 4.1.4 (or KDE 4.2 beta1) you can close a fullscreen Okular and reopen it in
the same way.
