It would be great to have cursor based navigation to allow selection and
annotations to be possible using just the keyboard and not relying on mouse
input.

keyboard shortcuts available for tool selection,
navigation and content selection only available through mouse
Expected Results:
behaviour similar to cursor mode in browsers, eg. switching to this mode via
shortcut, selection and navigation through keyboard, applying annotations with
existing keybindings
would also benefit accessability
