I actually came here because I was googling how to rotate documents in Okular.
So yes, it is inedeed not very friendly, and slow/confusing to access , as
Divan stated. You could at least make it an option to have the shortcut in the
toolbar. In my opinion it belongs right next to the zoom options. 

Besides I have badly rotated documents all the time and no, there is no
particular creator of PDF documents that I could reasonably complain to. It
happens a lot when you work with scanned documents. 

I don't feel like the toolbar is too crowded either. Some toolbar text could
easily be removed (e.g. "zoom in"  and "zoom out" next to a magnifying glass
with a plus/minus sign on them is completely redundant).
