SUMMARY
Okular 20.12.3 does not open PDFs in new tabs, but windows, despite setting
"Open new files in tabs".
STEPS TO REPRODUCE
1. Install stable okular snap
2. Go to setting, enable Open in new tabs
3. Open 2 files
OBSERVED RESULT
Opens each file in separate windows
EXPECTED RESULT
Open files in tabs, same window
