I started having this same issue yesterday (September 10, 2025) when I updated
Okular to version 25.08.1 through Microsoft Store on my Windows 10 system. I
tried copying the gpgme-w32spawn.exe file from my Gpg4win installation to the
C:\Program Files\WindowsApps\KDEe.V.Okular_25.801.6693.0_x64__7vt06qxq7ptv8\bin
directory, but Windows denied permission.
