We can sign a pdf document with a card reader and a pin code. On that site https://signing.fts.bosa.belgium.be/?language=en# by example or in LibreOffice or in pdf tools, etc. We use a third party company (eidas certified), so our customers can sign bulks of documents by entering the pin code one time by session.
