There's no one answer to this, unfortunately. The work level should  
represent the title of the work as it was named by the originator and  
as the work is most commonly known. Oftentimes, subtitles are added  
afterward, at least for very old works (Moby Dick, Hamlet) that have  
gone through many different printings. In addition, subtitles that are  
"explanatory" are often not considered to be part of the work title.  
(I think that Lessig's "Code, and other laws of cyberspace" fits here  
-- the work title would probably be considered to be "Code". "Hamlet,  
Prince of Denmark" is given the work title of "Hamlet".) In the end  
it's a judgment call, but I would tend to NOT include subtitles unless  
you are pretty sure that the title itself is not commonly used alone.
