No, there are over one million records that include full-text.

I suggest using the bulk download. You can download all the edition records in
bulk from:
http://openlibrary.org/data/ol_dump_editions_latest.txt.gz
All the edition records with full-text will have a field called ocaid, which is
the InternetArchive identifier for the full-text.
You can also use the OL Books API if you are planning to use this info to link
to full-text from any website.
