Yes, that's a surprisingly bad OCR quality. When I look at the logs,

the OCR job log file says: "Setting OCR language to English",

And this is clearly an error. Did you set German when you uploaded the file?
I think you can resubmit for new OCR after you update the language.

Here's the OCR job log file for one of my sucessful uploads,
and itsays "Setting OCR language to Swedish", with good results,
