It looks like the permission change was made some time between the end of
August and now based on this history that I just stumbled across:

I'd be happy to help with the migration to the Github wiki as long as it's
not something that's going to get undone or subverted later.  I've done
programmatic migrations of project wikis from Google Code to Github, but
for the small number of pages that we have, it'd probably be just as fast
to do it by hand.
