It appears in some cases that WorkBot is consolidating editions into
one work, but leaving orphan work records behind.

If you look at big authors with a lot of recent merges (such as
Shakespeare or Sir Walter Scott), there are a number of works with
zero editions left behind after merges.  The last part of their
listings are dozens of zero-edition works, and I'm pretty sure these
are leftovers from merges.

For example, take this book by Walter Scott, an Italian translation of
his Waverly novel:

It got merged into the main work:

http://openlibrary.org/books/OL22188715M/Waverley_o_sessant%27anni_sono?b=16&a=15&_compare=Compare&m=diff

Which looks good.

But the old work entry is still there with no editions:

http://openlibrary.org/works/OL15406148W/Waverley_o_sessant%27anni_sono

and it seems like it should have been deleted when the edition was moved.

Is it supposed to be this way, or am I just impatient (is there
another cleanup that happens *much* later?), or is it broken?
