That's definitely possible and if one is working online, it's possible for the index to be stale as well, but for the specific example Richard mentioned, I see three author entries in search and they all show up in the merge dialog. It's possible Richard is navigating a different way than I am though. One possibility which comes to mind is if you started from a book search results page. I think in that case the merge authors page might only include those authors which are in the sidebar ie those who authored the books that came up in the search. That's just a wild guess though...
