You can spray penetrating oil onto the sheath -- maybe some will penetrate
and could get you freed up.  Kroil with graphite would be a good choice.
Most likely, you'll need to replace them.  I was able to get them new from
my local Chevy dealer about five years ago, but these should also be
available though our regular vendors as well.
