We have these in BC. The ticket goes to the registered owner with the photo and 
a letter indicating date, time of day,
posted speed, etc. The photo shows an imprint of the speed on radar.

If it is not the owner of said vehicle driving, then they fill out a nomination 
form which must be signed in admittance
by the guilty party in order to have the ticket goes to the driver at the time 
of incident. Otherwise the owner is on
the hook. Currently it is just a fine, no penalty points are registered against 
the drivers insurance or license.
