Now I'd like to have my '86 E4MC rebuilt.
I also have a '55
4bbl that needs to be rebuilt, too.
Is this something an intermediate shade-tree mechanic can attempt himself?

Well.. from one shade-tree guy to another... it depends on what you need.
I've never had a broken carb that I couldn't make functional. But nothing
I've fixed needed anything more serious than a rebuild kit and new float.
The electronic jobs are actually simpler than the mechanical ones. There's
no power pistons or funky spring loaded check balls. You will need the
special plastic gage tools (Thexton p/n 370).
If you're looking to modify a working carb for better performance however,
you'd best seek a professional.
BTW, 90% of all 'carb problems' are something else ;-P
