Todd - All plates issued in New York State prior to 1972 had the year embossed on the plates (it kept the inmates a little busier adding this touch) to represent the year the car was first registered. For 1966 it would have the "19" on the left side of the plate and the "66" on the right. When you got a plate that did not have the numbers embossed on the plate (say a replacement for a damaged plate), you could get a "year tag" that you put on the plate to show that it was properly registered for that year. Thus, a 1966 car could have a "66" metal tag on the plate (that was not necessarily embossed, although many were).
Lots of places like restaurants, coffee shops and other places that decorate in old memorabilia have these types of plates on their walls - they are not unique to NYS - in fact, many states in the years prior to 1972 had plates with the registration year embossed on the plates. What they are saying is that, if you can find original vintage plates with either the embossed year or a year tag from 1966 on them, it does not matter what the actual plate numbers or letters on them are (as long as they both match). If you can find a "complete" set, which in NYS means two - one for the front and the back - then you can register the car with these plates instead of antique plates. "You can buy vintage plates from a local source like an automobile collector, an antique dealer, or a flea market. Make sure that the vintage plates are authentic. Newer copies are not acceptable for a vintage registration." It also tells you later on down the web page which forms you have to fill out and submit to the DMV to register your vintage plates. "To apply for vintage plates, you must sign the Owner's Certification Statement on form MV-440V (Vintage License Plates). Form MV-440V includes the instructions to apply for vintage plates. You must complete form MV-82 (Application for Registration/Title)." "Send these items to the Custom Plates Unit at the address shown on form MV-440V: +form MV-440V and form MV-82, +all other required documents listed on form MV- 440V, and +a personal check or a money order payable to 'Commissioner of Motor Vehicles' in the amount of the fee shown on form MV-440V." "You can call the Custom Plates Unit at 1-518-402-4838. Office hours are 8:00 - 4:00, Monday - Friday" The page also tells you about insurance, and a lot of other important details about registering a vintage plated auto. Your current insurance company may carry vintage auto insurance - or at least know of a reputable one that does. BTW, the vintage plates must be renewed yearly.
