I'm not siding with anyone here, but OEM does not mean the part is new. Just that the part is not an aftermarket part.

I agree, but the problem is that nowadays a "show quailty" car usually has been or needs to be restored to better than showroom new to be considered for top honors at the larger National events. ie. An NOS bumper may be good enough for a local show, but for a National Meet you better have a top notch rechromed bumper on there. I've seen many guys spend the bucks for an NOS bumper only to send it right out to be rechromed.
 
Is it because the competition is that tight or is it because the judges are that picky? I don't know.....

Exactly...here's a good example of an NOS part that because of some shelf wear makes it NOT show quality. Item # 8040192248 FWIW, this was my auction.
