I would imagine trim level has something to do with it: Cutlass has
silver buckles, F-85 has black...
Perhaps different assembly plants had different suppliers?

I have two 1970 cars one has the black buckles and the other has the
silver buckles. Here are some examples from ebay: #4646399583 (silver)
and #8071917050 (black).
