It seems that someone has removed it from the car.  I've searched auto parts stores and dealerships for a new horn relay.  Dealerships only go back till about 1976.  Auto parts stores have horn relays for 50s and 70s cars but not the 60s cars (which is very strange to me).

The shop manual for the car also doesn't say where it is located.

   Should be on the left inner fender well, it is also called the junction block, your positive battery cable connects to it, Fusisck Automotive 1-860-623 1589 sells them for $34.50 their part # R203
