Personally I think that the word "free" should not be alolowed in ads unless you can actually get stuff for FREE, w/o buying any other item first, and the words "up to" should NEVER be allowed, but "at least" shall be used.... that is, for a fuel savings device, after the test results are compiled, the maximum savings shall be ignored in the advertising, only the MINIMUM improvement can be cited.
