The relay has 2 plugs, one is a single wire, the other has three wires. On the three wire terminal one of the wires is a heavy gauge red wire and some times it burns at the connection at the relay.    Start your car, put the blower on high then wiggle the connection at the rely and see if it works, I have run into this many times before.
