Shanti Subramanyam resolved OLIO-19.

Resolution: Fixed
The geocoder source code has been checked in along with an ant script and
README. Note that the default build will create a file called "geocoder.war"
which is different from the earlier Web20Emulator.war.
All source code resides in package org.apache.olio.geocoder and includes Apache
license at top.
