File header not correctly commented in app/views/events/_map.html.erb partial

When displaying Event Details, the Apache header appears just above the Yahoo
map. The cause is that there are no comments for the Apache header in the view
partial app/views/events/_map.html.erb
Fix is to add <!-- ... --> around the header.
