It is still an interesting idea and could work in groups who want more auditable trails of governance and transactions. Actually - privacy, authentication and non-repudiation are great concepts to teach and illustrate with technical solutions. Figuring out the strengths and weaknesses of systems to provide security can also be great problem solving exercises.
And all examples do not have to be high tech.

Might be an nice things to use in classrooms to show kids how it can be done as the country they are growing up in
moves up Maslo's hierarchy of needs.

self actualization
esteem
love/belonging
safety
physiological (food, clothing, shelter, sex)

Just because corruption and violence exist now does not mean that the capability has no practical use. Technology cannot be used to stabilize a country. However, there is something to be said for having the technology available and people trained in using it when the opportunity
arises.
