"An Activity needs to be able to save to and restore from a Journal entry, at a minimum" Yes.. but how many activities make it? If not.. can't be use it? Or not are educational? Just play the "Maze" activity.. a good game.. funny.. but not save your progress... With an wrapper is possible make a Flash activity that save the progress...A bit of difficult.. but it's possible...
